Library Policies

CDPL is committed to maintaining a safe and healthy environment conducive to the use and enjoyment of the library and museum by their visitors. These policies are designed to ensure that all patrons are able to enjoy library materials and spaces in comfort and safety. Policies are created with the approval of the Library Board.

Specific Rules and Policies

The mission of Crawfordsville District Public Library (CDPL) is to provide collections, services and programs that encourage the love of reading and learning in our community.

We are committed to maintaining safe and healthy environments conducive to the use and enjoyment of the library and museum by their visitors, in furtherance of the organization’s stated purpose. We are also committed to maintaining safe and healthy work environments for library and museum staff.

Persons on either premises, including buildings and grounds, accept the responsibility for conducting themselves in a manner that does not interfere with that purpose. Visitors are expected to conduct themselves in a manner respectful of themselves and others. Behavior that violates this policy may result in intervention by staff members.

Behavior Rules
In support of the above-stated mission, the CDPL Board of Trustees has adopted the following rules and regulations:
1) Visitors shall be engaged in activities associated with the use of the library or museum while on the premises. Visitors not engaged in reading; studying; attending public programs or community meetings; viewing exhibits; sitting or browsing quietly; using library materials or resources will be asked to leave the building(s). Loitering outside the buildings and sleeping are not considered to be acceptable activities at either building.
2) Visitors shall not interfere with the use of the library or museum by other visitors or interfere with employees’ performance of their duties. Interference includes behavior that is deliberately intrusive, intimidating, hostile, or offensive and behavior that demands the attention or monopolizes the time of a staff member. Blocking the aisles, walkways, entryways, or staircases is prohibited.
3) Visitors shall respect the rights of other visitors and shall not harass, annoy, or intimidate others through noisy, boisterous, or threatening behaviors or
activities. Those behaviors may include prolonged staring at another person; following another person about the inside or outside of the building(s); playing audio
equipment so that others can hear it; singing or talking loudly to others or in monologues; or behaving in any other manner which reasonably can be expected to disturb other persons. CDPL prohibits the intentional display of firearms at a public meeting, as outlined in state law, IC 35-47-11.1-1 et seq.
4) Visitors shall not utilize property owned by CDPL or others in a manner that creates a safety hazard for staff or visitors.
5) No conduct is permitted which is disruptive to the operation of the library or museum or threatening to visitors, staff or property. This includes, but is not
limited to: running in the buildings, loud talking or laughing, fighting, throwing objects, boisterous behavior, riding scooters or skateboarding.
6) The use of obscene language or gestures is prohibited. This includes behavior which is offensive to modesty or decency, lewd, disgusting, filthy, and/or repulsive. Obscene behavior also includes language or gestures which convey a sexually explicit message or describe intimate bodily functions in a coarse or crude manner.
7) Solicitation on library or museum property is prohibited unless authorized by CDPL administration in advance. This includes, but is not limited to: selling raffle tickets or candy for personal gain or for a charitable cause, begging, pan-handling, proselytizing, circulating petitions, and/or posting flyers or advertisements. Please see CDPL’s Solicitation Policy for further details.
8) Eating and drinking are allowed only in designated areas. Covered drinks are acceptable in the basement and designated areas on the first and second floors of the library. Designated areas include the Reading Room on the first floor, the Youth Services Area, and around the perimeter of the second floor. No food or drinks may be near any equipment. Food may be served in each basement meeting room (except the conference room) for a $25 fee. See Meeting Room Policy for more information. The Library may serve food and beverages at its discretion during programs, fundraisers, or exhibit openings. Food and drink is not allowed in the Museum. The Museum may serve food and beverages at its discretion during programs, fundraisers, or exhibit openings.
9) Entering or exiting through unauthorized areas is prohibited.
10)The use of tobacco products & e-cigarettes is prohibited in the buildings. By state law, smoking is prohibited within eight feet of an entrance/exit to a public place.
11) Alcohol is not permitted on library or museum property without proper permission or permits. Persons suspected of possession of alcohol or illegal drugs or under the influence will be asked to leave.
12) Leaving children unattended on the library or museum premises is prohibited.
Specifically:
a. Children 8 years of age and younger must be accompanied by a caregiver at all times.
b. Children between the ages of 9 and 12 must be picked up prior to Library closing time. Any child age 15 or younger left unattended when the Library closes may be placed in police custody for his or her safety.
13) Bringing an animal of any kind into the library is not allowed unless the visitor’s animal is a service animal or part of a library-sponsored activity. Anyone else entering the library with an animal will be asked to leave. Animals not under the control of the owner(s) must leave the building.
14) Visitors must wear clothing that covers the torso and shoes or other footwear upon entry to the buildings. Masks, other than medical masks, are prohibited.
15) Visitors whose bodily functions pose a health or sanitary risk to other persons shall be required to leave the building and may return when the problem is
corrected.
16) Theft, damage or destruction of library or museum property is a crime and subject to prosecution.
17) CDPL reserves the right to inspect any parcels, book bags, bags, etc. that are carried into or from either premises.

Visitors with Disabilities
CDPL shall make reasonable modifications in our policy, practice, and procedure when serving visitors with disabilities. These modifications must not place an undue burden on staff, include fundamental alteration of our programs and/or services, or include assistance of a personal nature, including eating, toileting, or dressing. (ADA Title III, 28 CFR Part 36 et seq.)

Duty to Report
Anyone, whether employee, volunteer, or member of the public, who suspects child abuse or neglect should report it immediately to the Indiana Child Protective Services at 1-800-800-5556 or law enforcement (911). Suspected incidents relating to CDPL employees or volunteers will be investigated in a thorough and timely manner; in addition to contacting the authorities, the library director or their designee must also be notified immediately. The library will cooperate
fully with any law enforcement inquiries.

Violation of This Policy
Violators of this policy will receive a warning and an opportunity to cease a behavior that violates this policy. Continued or repeat violations may result in suspension of library and museum privileges for a duration commensurate with the severity of the offense, the patron’s history of policy violations, and any other relevant factors. Patrons engaged in behaviors that pose a serious and imminent risk to health or safety may be immediately expelled from the property without prior warning and with or without the assistance of local law enforcement.

When possible, patrons who have their library privileges suspended will be provided with written notification stating the specific policy violated and specifying the length of the suspension. Appeal requests may be made in writing to the library director. Further appeals may be made in writing to the library board.

Complaints and Grievances
It is the policy of CDPL to investigate all complaints and grievances in a thorough and timely manner. Please address complaints in writing to the library director. Appeal requests may be made in writing to the library board.
